Former State Chamber of Oklahoma and Shawnee Mayor Chuck Mills to Chair Greta Shuler’s Campaign for Insurance Commissioner

Republican Insurance Commissioner candidate Greta Madson Shuler today announced that Shawnee businessman and former mayor Chuck Mills will serve as chair of her campaign.

Mills is the owner and president of Mills Machine Company, a third-generation family manufacturing business founded in 1908 that produces specialty earth-boring tools sold across the country and in nearly 70 international markets. He has long been a prominent voice for small business, workforce development, and international trade in Oklahoma, and he previously served as Mayor of Shawnee from 2004 to 2008 as well as Chair of The State Chamber of Oklahoma.

Shuler, a lifelong Oklahoman and Republican, small-business owner, and Shawnee City Commissioner, spent more than a decade working in and around the insurance industry before moving to the same side of the table as most Oklahomans – the consumer. After her primary business in Shawnee was destroyed by a tornado in 2023, she experienced firsthand what it’s like to fight through claims, red tape, and gaps in coverage. She is running for Insurance Commissioner on a conservative, consumer-focused agenda built around transparency, competition, accountability, and fairer rates.

“Chuck Mills is exactly the kind of leader I want at the head of this campaign,” said Greta Shuler, Republican candidate for Insurance Commissioner. “He’s a proven job creator, a former mayor, and a respected voice for small business and workforce development – and he understands what happens when government and insurance rules don’t make sense in the real world. Chuck has spent his career solving problems, not making excuses, and that’s the mindset I want to bring to the Oklahoma Insurance Department.”

Mills has long been active at both the state and local level, serving in leadership roles with organizations focused on manufacturing, exporting, workforce development, and small business advocacy, in addition to his civic involvement in Shawnee.

“I agreed to chair Greta’s campaign because Greta gets it,” said Chuck Mills, campaign chair. “She knows insurance from the inside, but she also knows it from the consumer’s side – as a homeowner, a business owner, and a tornado victim who had to rebuild. She’s not running to protect special interests or play insider games. She’s running so families, farmers, and small businesses can get fair treatment, clear rules, and an Insurance Department that works for people, not profit.”

Mills added, “As a manufacturer competing in global markets, I see how higher costs and uncertainty hit Oklahoma families and employers. Greta’s commitment to more competition, stronger oversight of rate increases, and cracking down on unfair practices is exactly what we need to keep our state competitive and help Oklahomans keep more of what they earn.”

Shuler’s platform includes reforms to Oklahoma’s “file-and-use” rate system, efforts to attract more insurers to increase competition, stronger consumer education tools, and initiatives focused on disaster preparedness so families and small businesses can better protect themselves before storms and emergencies hit.

“With Chuck’s help, we’re going to build a campaign that reflects Oklahoma’s values – conservative, pro-family, and pro-small business – and a vision for an Insurance Department that actually works for the people who pay the premiums,” Shuler said. “I’m honored to have him leading our team.”
